How much does SOC 2 cost in Singapore?

Short answer: it is a multi-component spend, and the honest answer depends on scope. A SOC 2 programme combines consultancy, an independent CPA examination, tooling, technical testing and — the largest hidden component — your team's internal effort. ICPL does not publish fixed prices, because two organisations of the same headcount can face very different bills depending on the criteria in scope and their existing control maturity.

What we can do is show you exactly what the components are and what drives each one, so you can budget realistically before requesting a quotation.

The five cost components

1. Readiness and implementation consultancy

This is ICPL's portion: gap assessment, control design, the policy suite, the control matrix, evidence procedures, training, the readiness review and CPA coordination. It scales with:

  • The number of Trust Services Criteria selected (Security is mandatory; each optional category adds controls and evidence)
  • The size of your control environment — systems, locations, headcount
  • The volume of remediation the gap assessment finds
  • Infrastructure complexity — cloud-only stacks are simpler than mixed on-premises estates with many third-party dependencies

2. CPA examination fees

The independent CPA firm's fees are separate and paid directly to the firm. They scale with the criteria in scope, the number of controls tested, the observation window length and the system description's complexity. Type I fieldwork costs less than Type II, which requires evidence testing across the whole window. Engage the CPA firm early — their scoping influences the whole plan. See SOC 2 Type I vs Type II for how the choice affects cost.

3. Tooling and automation

Many organisations adopt compliance automation platforms for evidence collection, access reviews and policy management. These carry their own subscriptions. They are useful — but a tool does not operate a control; your team does. Budget for the tool only where it replaces manual effort you would otherwise staff.

4. Technical testing

Controls such as vulnerability management and secure configuration sometimes need testing (e.g. VAPT) before evidence is credible. Whether this is needed depends on your stack and the criteria selected — ICPL's cybersecurity services cover this.

5. Internal effort — the largest hidden cost

Your control owners spend real hours: operating controls, collecting evidence, attending interviews, closing findings — sustained across the Type II observation window, not a one-off sprint. Organisations that under-resource this phase pay for it in exceptions and rework.

Illustrative example: how scope changes the bill

Illustrative example (not a quotation and not a client case study): consider two 40-person Singapore companies.

  • Company A: a cloud-native SaaS vendor selecting Security and Availability, running on one hyperscaler with an existing ISO 27001 ISMS. Most Common Criteria controls already exist — readiness focuses on evidence discipline and the system description.
  • Company B: a data-processing platform selecting Security, Confidentiality and Privacy, with on-premises systems, multiple sub-processors and no existing management system. Readiness means building the control environment from a lower base.

Same headcount, very different scope, effort and total cost — which is why a responsible consultancy quotes after scoping, not from a price list.

Can grants offset the cost?

SOC 2 readiness and control implementation projects may be eligible for the EDGE Grant (formerly EDG), which can offset up to 50% of qualifying consultancy costs for eligible SMEs. Eligibility and funding are subject to Enterprise Singapore's assessment and approval — potential eligibility is not a confirmed subsidy, and grant support never applies to the CPA firm's examination fees. ICPL assists with EDGE application and claims support at no additional cost.

Four ways to keep the cost down

  1. Tighten the scope. Select only the criteria your buyers and contracts justify. Every added category widens evidence requirements for the whole window.
  2. Reuse ISO 27001. An operating ISMS covers a substantial portion of the Security criteria — policies, access control, incident management, supplier security, training. The ISO 27001 vs DPTM vs SOC 2 comparison maps the overlap.
  3. Fix evidence discipline early. Evidence reconstructed at audit time is where rework and exceptions concentrate.
  4. Plan criteria and window with the CPA firm up front. Changing scope mid-engagement is the most expensive mistake in SOC 2 programmes.

Next step

Every ICPL quotation starts with a scoping conversation — request a SOC 2 readiness assessment and you will receive a fee proposal grounded in your actual scope, not a generic price list. See the SOC 2 consultancy overview for deliverables, timelines and responsibilities.
